The gateway turns policy concerns into testable API evidence: inclusion scoring, fairness-risk checks, open-data readiness, ADM agent-safety telemetry, and trust-gated UCP commerce flows.

Datasets marked LIVE pull schema and CSV row samples from data.gov.tw in real time. Equity gaps come from government columns; row metrics (fill rate, equity coverage, quality) are scored into open-data readiness, ERH samples, and ADM provenance.

Measured path: /api/opendata/metrics/:id downloads CSV samples → quality/equity scores → ERH judgment delta + ADM provenance event. Not a full warehouse ingest — capped row samples for audit scoring.
